2016 Optimization and Maintenance of the Environmental Education Certification System

To implement various reviews of the environmental education certification, streamline the application procedure and improve the efficiency of certification reviews, the Environmental Professionals Training Institute of Environmental Protection Administration, Executive Yuan (hereafter referred to as “the Institute”) established the Environmental Education Certification System (EECS) in 2011 to provide on-line certification application and enquiry of review progress, which have made the certification application considerably easier. The EECS has developed management functions such as “certification/ extension review, interview, evaluation, certificate, identification, achievement report and certification documents”, and made available on-line application functions, namely three major certifications/extension, change and setting up or extension of training courses. In addition, the on-line functions have also been made available to the public include enquiry of certification information and application progress, setting up courses, and accepted credits of professional fields, as well as payment via convenience stores. This year, to meet the business demands and improve the system’s accessibility, we expanded the functions of three major certification review sub-systems, established an environmental education teacher database, integrated enquiry mechanisms, added an export function of certification communication information, adjusted the course framework of professional fields, expanded editing and printing of institution/center certification application attachments, and modified application and review management functions according to the promulgated certification extension application form. At the same time, we optimized the on-line change application and review functions to perfect the data review and management. To meet the demands of interview and evaluation, we developed on-line functions such as self-evaluation management and tracking, meeting agenda control, printing of meeting materials and management of review records to effectively improve the back-end management mechanisms of the certification system. As for the sub-system of institution and center achievement management, we adjusted the content editing order and streamlined editing columns on the basis of the achievement report format example to increase the organization efficiency. In addition to the optimization of the back-end management functions, we also provide the website map at the portal according to the nature of certification application and management business, and provide instructions for three major certification application procedures and notices to enable the public to better understand the services of the System in a short time. To carry out the filing and tracking of various certification application data, the project completed a total of 617 cases of personnel certification data from 2 institutions and 10 centers, 21 cases of personnel data changes, 4 cases of institution certification data change and 28 cases of center data changes.
